Lowering Medicare Costs for Dover Households
Between the monthly Part B charge, deductibles, copays and pharmacy bills, the total climbs fast. For people living on Social Security or a small pension, those numbers can be stressful.
New Jersey has some of the most generous assistance programs in the country, and the federal government offers more. Lots of eligible neighbors skip applying, convinced they earn too much or that the forms are impossible.
We can walk you through the programs, help you understand which ones may fit, and point you to the right office to apply.

We do not offer every plan available in your area. Any information we provide is limited to those plans we do offer in your area. Please contact Medicare.gov or 1-800-MEDICARE to get information on all of your options.
Medicare Savings Programs
These state-run programs help pay Medicare premiums and, for some people, deductibles and coinsurance. The most common versions cover your 2026 Part B charge of $202.90, so your Social Security deposit grows by that amount.
Eligibility is based on income and resources, and New Jersey's limits are higher than federal minimums. Applications are handled through the county or the state.
PAAD and Senior Gold
PAAD (Pharmaceutical Assistance to the Aged and Disabled) helps eligible New Jersey residents 65 and older, and people with disabilities, pay for prescriptions with a small copay per drug.
Senior Gold serves residents who earn a bit too much for PAAD. Each one coordinates with your Part D plan, and because the income ceilings are updated annually, confirm this year's limits with the state.
Extra Help With Drug Costs
Extra Help (the Low-Income Subsidy) is federal assistance aimed squarely at drug plan premiums, deductibles and copays. Approval for a Medicare Savings Program or NJ FamilyCare normally brings it automatically.
You can also apply on your own through Social Security. Members receiving it can also change Part D coverage more often.
Local Help in Dover and Morris County
The Morris County Division on Aging, Disabilities and Community Programming offers benefit counseling and can help with applications. The town's free Senior Dial-a-Ride can take residents 55 and older to the Municipal Building and other local stops with 24 hours' notice.
- Gather proof of income, such as Social Security and pension statements
- Have bank statements ready for resource checks
- Bring your Medicare card and any NJ FamilyCare letters
- Ask a family member to help if paperwork is overwhelming

Will applying for help affect my Social Security?
No. These programs do not reduce your Social Security benefits. A few even raise your monthly deposit by covering Part B.
Do I need to reapply every year?
Usually renewal is periodic, so open state mail promptly and send back any recertification forms.
Can I get help if I own my home?
Yes. In most cases your home is not counted as a resource.
